How can I combine two or more Modal/block level elements into a Design System?
I did try this out, but I was unable to, however I could have been doing it incorrectly.

I am not sure to understand what do you mean by two or more Modal / block, but you can add a container, a container inside a container or a section in your design system with the icon on the left

This control uses two modal dialogs.
I’d like to combine these two modals into a component/design system/UI kit.
When I tried to export the modal and then use it again it became a section and it I was only to able to export one dialog at a time.
Yes for now the modal are section, so you will able to create only one design for each of them. If you want to have it both in the same UI element, you will need to have a parent element with your two modals
