You could try to create it like a tooltip when hovered:

I have created a component with an icon inside. Now, I want to have a basic tooltip or text message on top of that icon, when I hover the image. My question is more on what settings to chose to make that text appear on top of the icon, without moving anything on my screen ?

Or you can make it a bit more complex and create a workflow with a timer that hides this element after X amount of time.
