Allow execution of a component acton from outside - How?

I am trying to Execute a Component Action from within an OnClick button action to run a form submission workflow but it doesn’t work Looking at the documentation I see that I have to enable the form submission action to “Allow execution from outside”, but I cannot find where I would set that.

Where do I do that?
