Not necessarily. There are [workarounds to build a project where users have different roles](https://community.weweb.io/t/advanced-code-permission-only-for-scala-plan/1428/3) without using our in-built roles & permissions feature.

The downside is that you won’t be able to use the roles and permissions to setup private access on pages:
